Who We Are
Qorsa is a Canadian technology company pioneering quantum-safe security solutions for governments, enterprises, and critical infrastructure. Headquartered in Waterloo, Ontario — at the heart of one of the world’s leading quantum computing research ecosystems — with European operations in The Hague, we bridge world-class research with practical deployment engineering.
Through Qorsa Labs, our applied research division in partnership with the University of Waterloo, we translate frontier AI and cryptographic research into production-ready technology. This research-to-deployment pipeline creates a distinctive advantage: explainable AI and quantum security solutions that remain aligned with emerging threats while meeting the reliability standards government and critical infrastructure require.
Our integrated platform combines five capabilities that work together to provide complete quantum-safe protection — from threat detection through to hardware-enforced response.
Our Story
Qorsa’s foundation was built through the innovation of CivicAtlas, launched in 2019 with a focus on proprietary AI and machine learning. Its flagship platform, AtlasAI, gained recognition as a comprehensive toolkit for dynamic, AI-driven solutions.
In 2025, the acquisition of Quantum Secure Solutions (QSS) — a pioneer in post-quantum cybersecurity — brought together two complementary strengths: advanced AI and quantum-safe cryptographic engineering. QSS’s technologies evolved into CasQade, now the core of Qorsa’s cryptographic agility platform.
Today, Qorsa delivers the only Canadian-developed, NATO-validated quantum-safe security platform — integrating AI-powered threat intelligence, autonomous cryptographic agility, and hardware-rooted protection under a single architecture. From software coordination through to hardware trust, every layer is designed and manufactured under Canadian chain of custody with no foreign dependency. Built in Waterloo. Validated by NATO. Deployed for governments and critical infrastructure around the world.
How We’re Different
Most security vendors offer point solutions. Qorsa delivers an integrated platform spanning three foundational pillars — quantum-resistant cryptography, cryptographic agility, and AI-powered intelligence — creating defence-in-depth where no single point of failure can undermine overall security.
This integrated approach is anchored by our purpose-built hardware security module, which brings hardware-rooted quantum-safe protection to any connected system — including legacy infrastructure that cannot otherwise be upgraded.
Quantum-resistant cryptography
Implementation of post-quantum algorithms standardised by NIST and international bodies, protecting against both current and quantum-enabled attacks.
Cryptographic agility
Automated systems enabling rapid transitions between algorithms when vulnerabilities emerge — compressing response times from months to seconds while maintaining continuous operations.
AI-powered intelligence
Advanced threat detection identifying attacks before they succeed, with transparent, explainable decision-making that meets government accountability requirements.
From the Lab to the Field
Our partnership with the University of Waterloo through Qorsa Labs ensures technology remains aligned with emerging threats before adversaries can weaponise new attack methods. Research advances undergo rigorous engineering to meet government and critical infrastructure reliability standards — creating dual-use solutions serving both defence and civilian applications.

Proven Under Pressure

Our technology has been validated under demanding operational conditions. At NATO SHINE 2025, Qorsa demonstrated cryptographic agility with zero downtime under tactical military conditions. NATO is using results from this demonstration to help define allied defence network requirements, and Qorsa has been invited to NATO SHINE 2026 for expanded demonstration of its capabilities.

Leadership
Qorsa’s leadership brings together deep expertise in quantum computing, artificial intelligence, cybersecurity, and enterprise technology deployment — from pioneering computer science at the University of Waterloo to shaping national infrastructure policy in Ottawa.
Our team is led by Dr. Donald Cowan (Chairman), Terry Popowich (CEO), Dr. Bruce Watson (President, Qorsa Labs), Jacob Sakhnini (CTO), Liam Watson (Chief Quantum Officer), Peter Hall (COO), and Nanette Saes (VP Communications).
Partners & Collaborations
Qorsa’s strength lies not only in our technology but in the partnerships that validate, extend, and deploy it. We work with leading research institutions, allied defence organisations, and technology integrators to ensure our solutions meet the highest standards of operational readiness.

University of Waterloo — Applied research partnership through Qorsa Labs. Joint initiatives in AI, post-quantum cryptography, and cybersecurity. Home to Canada’s deepest quantum computing talent pipeline.
NATO — CasQade’s cryptographic agility validated at SHINE 2025 under operational military conditions. Invited to SHINE 2026 for expanded capability demonstration. Results informing allied defence network requirements.
Qorsa Labs
Qorsa Labs is our applied research division, operating in partnership with the University of Waterloo. Our researchers work at the frontier of AI, post-quantum cryptography, cybersecurity, software engineering, and risk management — translating academic breakthroughs into deployable security technology.
This research-to-deployment pipeline is what sets Qorsa apart: our solutions don’t just respond to today’s threats, they anticipate tomorrow’s. Every capability in the Qorsa platform traces back to research that has been rigorously validated before it reaches production.
